Downtown Revitalization Plan

Downtown Revitalization Grant Description
The Greenfield Downtown Revitalization Plan is intended to provide a springboard of development initiatives, physical improvements, and market directions for the Downtown Business District. The Plan will provide a structure inventory and recommendation for restoration of deteriorating historic buildings; a market analysis and a strategy to achieve economic goals and provide potential funding options to assist business owners, employers, and residents; and a downtown urban design plan that focuses on improving sidewalk accessibility, pedestrian connectivity, and linking key community features by designing additional landscaping, trees and lighting for these additional pathways.
The area to be included in the Revitalization Plan is depicted in the Downtown Revitalization Map. The area is irregular and bounded by Grant Street to the North, Pennsylvania Street and Riley Avenue to the West, Osage Street to the South, and Meek, Swope and Spring Streets to the East. The area within these boundaries was declared “blighted” by the City Council in 2002.
The scope of the Revitalization Plan has been created from discussions with Greenfield Main Street, Inc. the Chamber of Commerce, City Council, Plan Commission, Historic Board, City Administrators, Hancock County officials and property owners. The Focus of the Plan has been recently been explored by the Planning Consultants in 4 group sessions with downtown stakeholders on February 6, 2013. The 4 specific groups were Building Owners, Merchants, Service Groups, and Government officials/employees. More direct interviews will be conducted in the next two months.
The Project will create conceptual sketches and plans of existing buildings and proposed rehabilitation plans. It will analyze the current image and define a path to our desired image by preparing a photographic inventory, identifying historic features and rating building conditions. Throughout the process we will stress the need for community action, and will stress public economic incentives, such as a Downtown Tax Increment Financing District to promote private investment and job creation, and loan pools made available to the downtown property owners. The Plan will also provide a summary analysis of the existing land use plans of the city; analyze the current land inventory, cultural image and social resources, and provide proposals to generate connectivity, walk ability and accessibility for citizens of all ages and physical abilities.

P&L Tree Trimming
Greenfield Power & Light has contracted an arborist, the tree trimming company Clean Slate, to trim limbs away from the power lines. The arborist will contact homeowners in the areas where Clean Slate will be trimming trees. This work will continue throughout the year.
